Not Known.He was born into an Army Family.At the age of 14, he was sent to a boarding school after his father was posted in Sikkim.Former Prime Minister of India, Manmohan Singh, taught him Economics at the Delhi School of Economics.After completing his Masters in Public Administration from Harvard University, he started preparing for the prestigious Civil Services and cleared it in 1972 with Kerala Cadre.When Rai was still a trainee IAS, he retrieved the body of his district collector single-handedly who had been killed by terrorists. Nobody was willing to retrieve the body for fear of their lives as it was dumped at an isolated place. Considering the risk involved, it was considered an act of extreme courage.For his pragmatic approach, he is considered a symbol of the anti-corruption movement in India.He is credited with the most powerful CAG so far who turned the CAG office into an accountable and transparent office in contemporary India.Forbes described him one of the rare breeds of Civil Servants who know how to handle the government projects and government officials.
